For most stars, the created neutron star ends up being too small to build a giga or hyper forge around it.A black hole's shadow, viewed from a distance, has a radius of ~7.7 kilometers per solar mass. This goes down to ~4.5 kilometers per solar mass as you get close to the black hole. The regular black holes in the game are definitely far too large. But then so are neutron stars and pulsars.
